side of the Federation scheme, distinguishing, if necessary,

between races as well as ranks. Whether it would be desirable

or practicable to provide also for some organisation of the

nature of the Police Council, to embrace all ranks and races

as well as the authority responsible for the maintenance of the

force is a matter on which the Secretary of State does not feel

in a position to express any opinion.
